About the Author

The late Constantine Menges was a former fellow at the Hudson Institute and served in many governmental capacitates, including as a special assistant to the president for National Security Affairs during the Reagan Administration. Recognized as one of the leading authorities on world affairs, Dr. Menges frequently advised members of Congress and was a sought after commentator in the national and international media. His untimely death in 2004 occurred shortly after he completed what many observers consider his finest book, China: The Gathering Threat.
